Oakland, Calif., May 28, 2003 -- Meyers Nave has announced that Ruthann G.
Ziegler and Michael F. Dean have joined the law firm as principals, and will
head the firm's newly expanded Sacramento office. Both attorneys specialize
in public law and were most recently shareholders in the Sacramento law firm
of Kronick Moskovitz Tiedemann & Girard (KMTG).

ABOUT RUTHANN ZIEGLER
Ziegler has considerable experience representing municipalities as well as a
wide range of special districts. These include water, irrigation, public utility,
community service, sanitary and fire protection districts, as well as joint
powers agencies.
In advising public entities, she provides counsel on a variety of legal matters,
including open meeting laws; the Public Records Act; drafting and negotiating
contracts; and compliance with the California Environmental Quality Act (CEQA).
Ziegler is a member of the legislative committee and attorneys' committee of
the California Association of Sanitation Agencies. She currently chairs the
editorial board of the California Municipal Law Handbook, and is a past contributing
editor and editorial board member. She has also chaired the environmental law
section of the Sacramento County Bar Association and is past president of Women
Lawyers of Sacramento.
Ziegler received a bachelor of arts degree from Yale University in 1975 and
her jurisdoctorate degree from the University of California at Davis in 1979.
ABOUT MICHAEL DEAN
Dean has practiced law for almost 28 years and has considerable experience in
the day-to-day counsel and representation of municipalities and public agencies,
with a primary focus on land-use planning, conflict of interest and open meeting
laws. He has represented public clients in the areas of eminent domain, redevelopment,
personnel and cable television. Dean also acts as a hearing officer for a variety
of public agencies.
The seasoned attorney is the past editorial board chair of the California Municipal
Law Handbook, a League of California Cities publication. He is the author of
A Pocket Guide to Conflict of Interest and co-author of A Local Official's Guide
to Ethics Laws, an Institute for Local Self Government publication.
In 1972, Dean received a bachelor of arts degree from the University of California
at Berkeley. He then earned a jurisdoctorate degree from the University of California
Hastings College of the Law in 1975.
