Ellin Davtyan

Ellin Davtyan advises public clients on all aspects of municipal law and brings particular knowledge and experience in the prosecution of municipal code violations and the drafting of municipal ordinances. Ms. Davtyan currently serves as an assistant city attorney and deputy counsel to several public agencies, advising and counseling on issues such as the California Public Records Act, Brown Act and Political Reform Act. While serving as City Prosecutor for the City of Pico Rivera and the City of La Puente, she has resolved dozens of code violations and devised strategies for those cities to improve compliance prior to initiation of any legal actions. Her experience drafting and reviewing ordinances encompasses ordinances pertaining to foreclosed and abandoned properties, graffiti, public nuisance abatement and administrative fines.

Currently, Ms. Davtyan serves as Assistant City Attorney and Planning Commission Counsel for the City of Desert Hot Springs, Deputy District Counsel for the Water Replenishment District of Southern California, and City Prosecutor and Planning Commission Counsel for the City of La Puente. She routinely advises La Puente and Desert Hot Springs city staff on issues related to general and specific plans and land use and zoning laws, including the Subdivision Map Act, the California Environmental Quality Act and the Unruh Civil Rights Act.

Ms. Davtyan is admitted to practice law in the state of California and before the U.S. District Court for the Central District of California.
