Jacob Knapp advises clients on the full range of legal issues encountered by cities and special districts, including public contracts and bidding, the Public Records Act, the Brown Act, and the Political Reform Act. He has assisted in the negotiation and drafting of franchise and development agreements, the implementation of development impact fees, the creation of records management programs and the formation of joint powers authorities. In addition, he has worked extensively on Proposition 218 special elections for assessment rate increases and the creation and expansion of various municipal financing mechanisms, including community facilities districts and special assessment districts. Mr. Knapp currently serves as the City Attorney for the City of Colusa and the Assistant City Attorney for the City of Pittsburg.
