Richard Pio Roda

Richard Pio Roda’s practice is in the areas of public law, public contracts and construction, school law, election law, and corporate law (including transactional and advice work for for-profit and non-profit entities). He specializes in advising clients on matters relating to construction, public contracts, public bidding, ethics, conflicts of interest, campaign disclosures, land use, planning, real estate and corporate transactions, governance, and formation. He is also a skilled trainer in topics such as: government ethics; conflicts of interest; the Brown Act and the Public Records Act; and public contracting, bidding and construction. He has conducted numerous AB 1234 ethics trainings and is on the Lorman Educational Services faculty for public contracting and bidding, the Brown Act and the Public Records Act, and the Political Reform Act.

Prior to joining Meyers Nave, Mr. Pio Roda was a Deputy General Counsel for the San Francisco Unified School District. Under former District General Counsel and San Francisco City Attorney Louise Renne, Mr. Pio Roda was assigned to advise the District’s Facilities, Business, and Operations Departments in school construction, real estate, procurement, finance, bidding and contracting, transportation, and student nutrition. He frequently provided advice related to all aspects of school construction, from design to close-out. He also served as the Board’s Special Counsel for the District’s successful passage of its 2003 $350 million general obligation bond. He interfaced with City and County representatives, various community groups, bond counsel, financial consultants, the Citizens’ Bond Oversight Committee, and other District stakeholders as the Board’s representative. Mr. Pio Roda was counsel to the San Francisco Board of Education’s Buildings and Grounds Committee and Finance Committee and was also the Board’s Counsel during regular and executive session meetings.

Mr. Pio Roda served as the Assistant City Attorney for the cities of Milpitas and Oakley from 2004 until 2007. He provided counsel to those cities’ planning commissions and advised both cities in all aspects of public law, public contracting, bidding, construction, land use, planning and zoning. He also provided transactional services to Oakley and Milpitas’ departments and boards.

During law school, Mr. Pio Roda served for over a year as a law clerk for the office of the San Francisco City Attorney’s construction team, working on contract and construction litigation and claims.

Mr. Pio Roda is also a professional auctioneer. For over 13 years, he has conducted numerous auctions to help raise money for charities, schools, foundations and non-profit organizations throughout the San Francisco Bay Area. A partial list of these organizations includes the Napa Boys and Girls Club, the Marin County Breast Cancer Council, Friends of the Children – San Francisco, the Charles Houston Bar Association, the Napa Valley Education Foundation, Books for the Barrios, and the USF School of Law Public Interest Law Foundation.
