Bianca Sparks
Overview
Bianca Sparks serves as the Assistant City Attorney for the City of Desert Hot Springs and Interim Assistant Attorney for the City of La Puente, and also advises the Community Development Commission of the South El Monte Improvement District.
Bianca advises on a full range of municipal law issues, including the Public Records Act, the Brown Act, the Political Reform Act, the Tort Claims Act and redevelopment law. She also counsels clients on First Amendment issues, including the rights of public officials, billboard regulation, the Establishment Clause, use policies for public spaces and matters related to First Amendment retaliation. Her land use experience includes matters related to adult use and those involving the State Planning and Zoning Law. Bianca also advises clients on competitive bid requirements, drafts leases, and use and operating agreements as well as reviews general contracts.
Prior to joining Meyers Nave, Bianca was a law clerk with the California Teachers Association, where she drafted and filed unfair labor practice charges with the California Public Employment Relations Board and researched policy issues affecting the state’s education system. Bianca also managed a legal clinic for Unite HERE, Local 11, where she was responsible for interviewing hotel workers and collecting the information necessary to file unfair labor practice charges with the National Labor Relations Board.
In addition to her practice of law, Bianca has extensive experience working in both state and local government. While serving as the Executive Analyst to the Fresno City Council, Bianca assisted in developing a $45 million neighborhood infrastructure project, creating the City’s Green Building Ordinance, and advising City Council members on all matters related to the City’s budget. Bianca also served as a consultant to former Lieutenant Governor Cruz Bustamante, for whom she worked on policy matters
such as the development of the University of California at Merced and air quality issues.
Bianca is admitted to practice law in the State of California, before the U.S. District Court for the Central District of California and the Ninth Circuit.
