Stephen Muzio
Overview
Stephen Muzio advises several municipalities, special districts and other public agencies on all aspects of municipal and public agency issues, including nuisance abatement, code enforcement, finance, and public contracting. For these clients, he frequently drafts land use and zoning regulations and advises on compliance with the Subdivision Map Act, conflicts of interest regulations, the Public Records Act and the Ralph M. Brown Act. He also has experience counseling clients regarding the legal requirements to adopt development impact fees for transportation, public facilities, and water and sewer improvement projects.
Among other responsibilities, Stephen has helped draft and negotiate various contracts, such as development agreements, public works contracts, and software procurement contracts. He has also assisted in devising agreements between multiple municipalities for the provision of fire services and for the provision of mutual aid in emergency situations.
Some of Stephen's clients include the cities of Dublin, Dixon, and Greenfield; Bayshore Sanitary District; the Water Replenishment District of Southern California; and the joint powers authorities, Regional Government Services and Local Government Services.
