Seven Meyers Nave Attorneys Recognized as "Super Lawyers"

July 15, 2009

Oakland, CA – Meyers Nave is pleased to announce that seven of the firm’s attorneys have been named to the 2009 list of California’s Super Lawyers, a designation that the Super Lawyers organization uses to denote a “high degree of peer recognition and professional achievement.”

The Meyers Nave attorneys named to the Super Lawyers list are Julia Bond, Arthur Hartinger, Michael Riback, Libby Silver and Managing Principal Jayne Williams. Two of the seven, Tricia Hynes and Neli Palma, have been named “Rising Stars.” Rising Stars are attorneys who are 40 years old or younger or have been in practice 10 years or less.

Super Lawyers and Rising Stars are selected after a thorough evaluation process that employs both peer nominations and independent research. The Super Lawyers list, “published as a special supplement in leading newspapers and city and regional magazines across the country,” is distributed to all in-state attorneys, lead counsel of Russell 3000 companies and law school libraries.

Jayne Williams is the firm’s Managing Principal. In a career that has spanned more than 30 years, Ms. Williams has served at all levels of city government. Currently, Ms. Williams is the City Attorney for the City of San Leandro and leads the Meyers Nave team retained by BART to conduct a confidential internal affairs investigation of the officer-involved shooting death of Oscar Grant on New Year’s Day in 2009.

Julia Bond is a Principal in the firm’s Land Use Practice. She has argued an array of cases in state and federal court, specializing in land use and environmental litigation. Notably, Ms. Bond represented the City of Rancho Cordova in the case Vineyard Area Citizens v. City of Rancho Cordova (2007) 40 Cal.4th 412, a California Supreme Court case regarding CEQA review of water supply issues.

Arthur Hartinger is a Principal in the firm and the head of the Labor and Employment Practice. He has represented public agency clients in complex state and federal litigation on a range of labor and employment issues. Most recently, Mr. Hartinger successfully defended the County of Orange in federal litigation challenging the County’s reform to its retiree medical program. Prior to the reform and restructuring, the reported unfunded liability associated with the program was approximately $1.4 billion.

Michael Riback is a founding Principal with Meyers Nave and currently serves as City Attorney for the City of Union City, Assistant City Attorney for the City of Pinole, and General Counsel for the Oro Loma, Napa and Stege Sanitary Districts.

Elizabeth Silver is also a founding Principal with Meyers Nave. Ms. Silver has advised public agencies in California since 1974 and served as City Attorney for the City of Dublin for almost 20 years. Her practice emphasizes municipal revenue and tax issues, land use law, and personnel and retirement law.

Tricia Hynes is a Principal in the firm’s Litigation Practice and the head of its Pitchess Motion defense group. She focuses on issues affecting the law enforcement community and has developed particular skill in excited delirium, taser-related and Welfare and Institutions Section 5150 hold cases.

Neli Palma advises and represents public agency clients statewide in eminent domain and inverse condemnation matters. She is a former Deputy City Attorney for the City and County of San Francisco.
