The conference provides certified training and educational sessions to new and experienced Board secretaries and clerks serving all types of special districts. Staying in Compliance: Understanding Fundamental Special District Law
This session provides an overview of the most important laws and legislative developments affecting special districts. Frank and Trevor will share information, updates and practical insights on a variety of general compliance laws as well as covering specific legal issues such as special meetings and the Public Records Act implications of email communication. Transparency and Accountability: The Brown Act and Conflicts of Interest
This session provides an update on developments regarding special district compliance with laws that govern the public’s right to attend and participate in meetings of local legislative bodies, the public’s access to information involved in local government decision making, and the public’s assurance that the personal or private financial considerations of government officials will not enter the decision making process. Frank and Trevor will review recent court decisions as well as advice letters from the Fair Political Practices Commission that interpret Government Code 1090. (November 13, 3:30 PM – 5:00 PM)
